Materials were organized and arranged by Charles L. Owen who created an itemized inventory of the materials. The collection remains in the order in which it was received. Owen identified five series divisions: Special Publications, Historical items, documents and communications; Printed ephemera and publications about ID; Printed publications by and about ID; Printed flyers. The divisions are based in part on content and in part on envelopes, case, and wallets into which he sorted them. The divisions are not represented in the physical arrangement of the collection.
